1999 Highlights

POLICY
- 1999–AB 1059 Divided the certificate to teach ELs into two parts: the preliminary credential and the professional clear credential.
- 1999–AB 1116 Established the English Language Acquisition Program for grades 4-8, which required districts to conduct specified assessments, provide specified instructional programs, and coordinate services.
- 1999–California adopted the first English Language Development (ELD) Standards after the passage of AB 748 in 1997.
- 1999–SB 638 Established reclassification criteria and procedures to determine whether an EL is proficient in English to participate effectively with a curriculum designed for students whose native language is English.
